i use a chromebook as a secondary machine and my windows pc as my server and my wifi sucks so i would like to connect it via usb but it just doesn´t do anything if tried to plug it back in many times but it doesn´t do anything

Unfortunately, USB can only be used in Android and iOS devices.
You could instead try doing direct ethernet cable connection (crossover) between your Chromebook and Windows PC
