PC to iPad WiFi by USB

I can connect my WiFi only iPad over WiFi to my PC (PC is master) but I cannot connect the iPad only using USB. I have read the manual and found these instructions:

„For iOS device, make sure to turn OFF first the WiFi. Connect the iOS device to Windows primary machine via USB lightning cable. Then switch ON the Cellular Data and Personal Hotspot and an option will pop-up and select USB Only.“

The WiFi-only iPad does not have the option to turn on cellular data or personal hotspot. Are there alternate instructions for connecting by USB only? Thank you.

Unfortunately, your iPad (WiFi only) does not support USB tethering.
